Signal Operators
People who provide measurable station and delivery infrastructure can help keep the signal reliable, fast and available in more places.

Signal Operators are not blockchain miners. Base validators secure the chain. They contribute independently measurable radio and delivery infrastructure.

The pilot must verify operator identity and payout destination, measure service independently and reject duplicate, self-reported or fabricated capacity. A written grant budget must be approved before rewards exist.
